STAAR was commissioned to prpoduce an evidence note and organise a workshop to support the development of the approach of UNICEF, FCDO and other key stakeholders on the role that social protection can play in promoting high-quality care and support systems for children and their families in low- and middle-income countries that are gender responsive/transformative, inclusive, fiscally sustainable, and contextually relevant.
The workshop focused on how governments can develop inclusive, gender-responsive, and fiscally sustainable systems to provide care and support across the life cycle. Discussions explored what ideal care and support systems might look like, addressing both the opportunities and limitations faced in various contexts. Key themes included intersectionality, social norms, the role of the private sector, and structural considerations.
This evidence note outlines how governments in low and middle-income countries can develop high-quality care and support systems for children, persons with disabilities, older persons, and their families. It provides guidance on creating systems that are rights-abiding, gender-responsive, disability-inclusive, fiscally sustainable, and contextually relevant.
