FAO and WFP have requested STAAR’s support in conducting an independent commission to raise the key issues, identify the unanswered questions and provide initial ideas for solutions around the role of social protection in preventing and managing food crises.

The objective of the commission is to identify the causes of increasing food crises, from global to local levels, and understand why food systems fail. It also aims to explore whether and how social protection can contribute to building stronger, more resilient food systems.

Additionally, the commission seeks to provide examples of where social protection approaches have helped prevent or manage food crises. It will identify where a food crisis or food systems lens should be applied when developing or strengthening social protection systems, highlight operational entry points for intervention, and recommend necessary policy and coordination changes.

Brazil, the current president of the G20, has proposed the establishment of a Global Alliance against Hunger and Poverty. Within this Global Alliance, Brazil has established a specific G20 Task Force to discuss it.

The British Embassy Brasilia requested STAAR’s support in providing a social protection specialist to ensure social protection mainstreaming in the design of the Global Alliance Against Hunger and Poverty through the G20 Task Force (TF) during the Brazilian Presidency.
The support included tracking and reviewing the studies commissioned by the TF, developing its foundational documents, and supporting the selection of evidence-based policy instruments to fight poverty and hunger – ensuring that social protection is a core component of this work and that there is a strong focus on climate change and crisis response. Additionally, it involved facilitating knowledge sharing of these policy instruments among G20 countries.
