FCDO’s Cash Lead requested STAAR’s support to finalise internal guidance on digital cash payments.
STAAR was tasked with providing expertise to help FCDO improve its understanding of the benefits, risks, and considerations of using digital cash transfers in crisis settings. The guidance aimed to clarify how digital payments can align with FCDO’s policy objectives, particularly around linking humanitarian cash with social protection systems, and supporting the design and evaluation of effective cash transfer programmes.
The final product, which built on existing frameworks, was widely disseminated and received interest within the humanitarian sector. It highlighted key considerations for transitioning to digital payments in crises, offering practical advice for programme design, stakeholder engagement, and ensuring that digital transfers meet the needs of vulnerable populations.it and exploring opportunities for further learning sessions.
